According to the regulations of the Taiwan government, all international students who reside in Taiwan and hold an Alien Resident Certificate (ARC) must join the National Health Insurance (NHI) after residing in Taiwan for six months.
This six-month residency requirement means:

Students have stayed continuously in Taiwan for six months.

The student has exited Taiwan once for fewer than 30 days, and the actual residency period still totals six months (excluding days spent abroad).
NHI Enrollment Requirement
Once eligible, students must register for NHI through their school or the local district office, and are required to pay NTD 826 per month.
According to the National Health Insurance Administration (NHIA):

Enrollment is mandatory and cannot be suspended while your ARC is valid.

All ARC holders must be enrolled in NHI by law.

Failure to enroll may result in:

A fine of NTD 3,000 to 15,000

Retroactive enrollment starting from your eligibility date

No insurance benefits until all fines and premiums are paid in full

Compulsory enforcement for overdue payments

1. Enrollment in NHI

Once you have held a valid ARC for six months, TMU will assist with your NHI enrollment.
You will be notified by email to:-

🔹 Transferring NHI Coverage to TMU:
If transferring from another institution:

Obtain a transfer-out certificate from your previous NHI-registered unit and submit it to OGE (Office of Global Engagement) for processing

You can continue using your existing NHI card (no new card will be issued)

📌 Note: NHI charges are calculated by month. Even if you enroll mid-month, the full monthly premium will still be charged.
2. Withdrawal or Transfer of NHI Coverage
Upon graduation, suspension, or withdrawal, you must transfer out of TMU’s NHI coverage.
NHI coverage ends on:

July 31 for Fall semester graduates

January 31 for Spring semester graduates
🔹 If you are staying in Taiwan:
You must enroll under your employer or through the local district office, based on your ARC address.
🔹 If you are leaving Taiwan:

If you leave Taiwan and your ARC expires or is canceled, your NHI enrollment will end.
- If you return to Taiwan in the future, you must reside in Taiwan again for a full six months (with only one short trip abroad of fewer than 30 days allowed) before you become eligible to enroll in NHI again.
- If you plan to return to Taiwan and your ARC remains valid during your absence, you must continue to pay your NHI premiums while you are abroad. Once you return to Taiwan, you can continue using your existing NHI coverage without reapplying.
⚠️ Important Notice:
TMU’s NHI coverage is only available to the student.
If you have dependents (e.g., children) staying in Taiwan, you must transfer out of TMU’s group NHI plan and proceed with family enrollment at your local district office.
3. Using the NHI Card
Once enrolled, you will receive a National Health Insurance (NHI) Card.
You can use your ARC and NHI card to access medical services at NHI-contracted hospitals and clinics in Taiwan.
