The MOE–TMU Elite Scholarship was established to encourage university lecturers from New Southbound and African countries to pursue graduate degrees in Taiwan, with priority given to applicants enrolling in Ph.D. programs.
To be considered for the MOE-TMU Elite Scholarship, you must meet these minimum requirements:

Application information will be announced on the OGE website/Google Classroom and sent via email to newly admitted international students.
Designated Application Period
Fill out the online application form using the link provided in the email.
Upload an up-to-date Lecturer Certificate (English version) along with all other required documents.
Certificate Validity Requirement
Note: Applicants who submit an application for the Elite Scholarship will have their current scholarship temporarily suspended until the final results are announced.
For proof of current university lecturer status, please use the following template:
Employment Certification Letter (for Scholarship Application)
Please ensure that the certification letter includes all of the following information:
- Name of the Employee
- Position Title – must clearly state Full-time Lecturer (not visiting lecturer)
- Employment Start Date
- A statement confirming that the employee is currently employed or has been employed up to the present
- Date of Certificate Issuance – must be issued after January 1, 2026
- Issuing Department/Office
- Contact Email and/or Phone Number of the issuing unit
- Name of the Institution
- Official Seal / Stamp of the institution
Late October(Fall Intake) / Late April (Spring Intake, Africa only)
MOE reviews all applications and announces the MOE–Elite Scholarship recipients.
The results will be announced on the OGE website and sent via email.
After the result announcement
Around December / May
Receive the monthly stipend.
*The disbursement date will be adjusted accordingly based on the final administrative procedures.*

Master program: Maximum of 2 years (24 months)
Ph.D. program: Maximum of 3 years (36 months)
New Southbound countries: September (Fall Intake only)

The final number of recipients for the MOE Elite Scholarship is determined by the Ministry of Education (MOE) in accordance with its annual allocation plan.
Submission of an application does not guarantee selection for the scholarship.
By submitting an application, applicants acknowledge and agree that the selection decision is final and non-negotiable.

Each applicant may submit the application form only once. After submission, no documents may be replaced, revised, or supplemented.
