MOE-TMU Elite Scholarship

The MOE–TMU Elite Scholarship was established to encourage university lecturers from New Southbound and African countries to pursue graduate degrees in Taiwan, with priority given to applicants enrolling in Ph.D. programs.

MOE-TMU Elite Scholarship Categories

Please note that the MOE-TMU Elite Scholarship consists of two distinct programs categorized by the applicant’s region. These programs are funded by different government budget sources and managed under separate administrative tracks:

MOE-TMU New Southbound Elite Scholarship: For applicants from New Southbound countries.
MOE-TMU Africa Elite Scholarship: For applicants from African countries.

Due to these different funding sources, the review processes, administrative procedures, and disbursement schedules for each group are independent of one another.

Eligibility Requirements

To be considered for the MOE-TMU Elite Scholarship, you must meet these minimum requirements:

Be a registered TMU student
Apply in the appropriate semester for your region:
*New Southbound countries: Fall semester only
*Africa: Fall or Spring semester
Currently holds a university lecturer position in your home country
Be a citizen of one of the eligible countries listed under the New Southbound or Africa regions.

Ineligible Applicants

Applicants are not eligible for this scholarship if they fall under any of the following circumstances:

1. Individuals holding Overseas Chinese student status or citizenship of the Republic of China (Taiwan).
2. Individuals who have retained student status at a university in Taiwan or are currently enrolled and studying at a university in Taiwan.
  Exception: This restriction does not apply to current graduating students applying for the next degree level, provided they still meet the eligibility requirement of being university lecturers from Southeast Asian, South Asian or African countries.
3. Individuals who have previously studied in Taiwan at the same degree level as the one being applied for.
4. Individuals who are admitted as exchange students or dual degree students in Taiwan under academic cooperation agreements.
5. Individuals whose total cumulative scholarship period under this program exceeds three (3) years, across all degree levels.
6. Individuals who simultaneously receive other scholarships or subsidies funded by agencies or institutions of the Government of the Republic of China (Taiwan) during their period of study in Taiwan.

Application information will be announced on the OGE website/Google Classroom and sent via email to newly admitted international students.

Submit Application

Designated Application Period

Fill out the online application form using the link provided in the email.

Upload an up-to-date Lecturer Certificate (English version) along with all other required documents.

Certificate Validity Requirement

Fall Intake: The Lecturer Certificate must be issued after August 1, 2025.
Spring Intake: The Lecturer Certificate must be issued after January 1, 2026.

Note: Applicants who submit an application for the Elite Scholarship will have their current scholarship temporarily suspended until the final results are announced.

Please ensure that the certification letter includes all of the following information:

Name of the Employee

Position Title – must clearly state Full-time Lecturer (not visiting lecturer)

Employment Start Date

A statement confirming that the employee is currently employed or has been employed up to the present

Date of Certificate Issuance – must be issued after January 1, 2026

Result Announcement

Late October(Fall Intake) / Late April (Spring Intake, Africa only)

MOE reviews all applications and announces the MOE–Elite Scholarship recipients.
The results will be announced on the OGE website and sent via email.

Tuition Fee Payment & Agreement Signing

After the result announcement

Complete the tuition fee payment within the designated period.
Sign the scholarship agreement as instructed.

Monthly Disbursement

Around December / May

Receive the monthly stipend.

*The disbursement date will be adjusted accordingly based on the final administrative procedures.*

Important Notes

The final number of recipients for the MOE Elite Scholarship is determined by the Ministry of Education (MOE) in accordance with its annual allocation plan.
Submission of an application does not guarantee selection for the scholarship.
By submitting an application, applicants acknowledge and agree that the selection decision is final and non-negotiable.
Taipei Medical University (TMU) bears no responsibility for providing any additional or alternative sources of funding.
Each applicant may submit the application form only once. After submission, no documents may be replaced, revised, or supplemented.
By accepting the MOE Elite Scholarship, recipients acknowledge and agree that stipend payments for the periods of September to November and January to April each year will be deferred due to semester transitions and related administrative financial procedures, and will be disbursed in a lump sum at a later date, subject to the actual disbursement schedule as announced by OGE.

MOE-TMU Elite Scholarship Regulations En

*The official MOE Elite Scholarship Guidelines are available only in Mandarin Chinese. This English version is provided by the Office of Global Engagement (OGE), Taipei Medical University, as a translation and summary for reference purposes only. In the event of any discrepancy between the two versions, the Chinese version shall prevail.

Scholarship Amount and Duration

Each recipient will receive a monthly stipend of NTD 25,000.
The maximum funding period is:
Up to two (2) years for master’s degree students
Up to three (3) years for doctoral degree students
The total cumulative subsidy period for each recipient shall not exceed three (3) years, regardless of degree level.

Use of Stipend

The scholarship stipend may be used to cover expenses incurred during study in Taiwan, including:

Tuition and miscellaneous fees
Insurance
Accommodation
Living expenses

Disbursement Period

Students will receive the stipend from the month they begin studies.

The stipend will be terminated in the month when:

The scholarship period expires;
The student graduates;
The student takes a leave of absence;
The student withdraws, or discontinues studies; or
The scholarship is suspended or revoked.

Cancellation and Suspension of Scholarship

The scholarship may be revoked or suspended under the circumstances outlined below.

The final decision regarding the cancellation or suspension of the scholarship lies with the Ministry of Education (MOE).

1. Revocation of Scholarship

The scholarship shall be revoked if a recipient, during the period of study:

Fails to meet TMU’s academic requirements (a semester average grade below 80);
Violates the laws of the Republic of China (Taiwan);
Receives a demerit or major disciplinary action on their academic record;
Takes a leave of absence; or
Is expelled from the University.

In addition, the scholarship shall be revoked if a recipient:

Studies abroad as an exchange student or dual degree student; or
Leaves Taiwan without prior approval from the Ministry of Education (MOE).

In such cases, any remaining scholarship period may not be retained or extended.

2. Suspension of Scholarship

If a recipient temporarily leaves Taiwan for valid reasons with approved leave, and obtains approval from both Taipei Medical University (TMU) and the MOE, the scholarship will not be revoked; however, the stipend shall be suspended during the period of absence from Taiwan.

If the recipient departs Taiwan after the fifteenth (15th) day of a month, the stipend already disbursed for that month is not required to be returned.
