Three TMU-Affiliated Hospitals Achieve HIMSS EMRAM Stage 7, Setting a New Benchmark for Smart Healthcare

Taipei Medical University (TMU) becomes one of Taiwan’s few Healthcare System with three affiliated hospitals, Taipei Medical University Hospital, Taipei Municipal Wanfang Hospital, and Taipei Medical University–Shuang Ho Hospital, reaching the highest international level of electronic medical record maturity.

What does a smart hospital look like? It is not defined by technology alone, but by how effectively digital innovation can (make) healthcare safer, faster, more connected, more transparent, and more patient-centered.
In mid-2026, the TMU Healthcare System reached a new milestone in its digital transformation journey as three of its affiliated hospitals achieved Stage 7 certification under the Electronic Medical Record Adoption Model (EMRAM) developed by the Healthcare Information and Management Systems Society (HIMSS). As the highest level of the internationally recognized EMRAM framework, the achievement places TMU among the few healthcare systems in Taiwan to attain the highest international standard for electronic medical record adoption across its affiliated hospital and institution network.
This milestone reflects the impact of TMU’s long-term investment in smart healthcare, digital governance, clinical data integration, and healthcare innovation. More importantly, it also demonstrates how digital technologies have been embedded into clinical practice to improve healthcare quality, strengthen patient safety, enhance operational efficiency, and support better decision-making.
EMRAM Stage 7 is the highest level of the HIMSS maturity model. The assessment covers the comprehensive adoption of electronic medical records, clinical decision support, medical record integration, data governance, patient safety, operational resilience, and digital innovation. It is a key international benchmark for evaluating the digital transformation and smart healthcare development of medical institutions worldwide.
For TMU, achieving Stage 7 across three affiliated hospitals represents more than technological advancement. It demonstrates the development of a fully connected healthcare ecosystem in which data, clinical expertise, and digital transformation and innovation work together to improve patient experience.
In recent years, TMU has actively advanced the digital transformation of healthcare data and redesigned its data infrastructure. By connecting and integrating the information platforms of its three affiliated hospitals through the TAIP-X system, TMU has progressively built a patient-centered smart healthcare ecosystem. Through cross-hospital electronic medical record integration, AI clinical applications, smart decision-making support, connected medical devices, and data governance, TMU has moved beyond the basic digitalization of healthcare information toward more advanced and intelligent applications. These efforts have comprehensively improved the quality of treatment, patient safety, and care efficiency while creating a more resilient healthcare environment.
Throughout the Stage 7 validation process, the TMU system showcased its achievements in AI governance, clinical data integration, healthcare decision support, and patient safety. Moreover, TMU continues to optimize its clinical care procedures through cross-system data integration, real-time information applications, and smart decision-making support. These practical achievements provide tangible evidence of how digital technologies can improve the quality of healthcare services.
The TMU Healthcare Hystem continues to promote a wide range of smart healthcare innovations, including generative AI-enhanced clinical support, smart care for chronic kidney disease, AI-powered diabetes education, Health 2.0 initiatives, one-stop registration services, nursing workload prediction, and GPU-based AI computing infrastructure. Through these initiatives, TMU aims to further strengthen its smart healthcare infrastructure and accelerate the seamless integration of AI into clinical care.
TMU President Mai-Szu Wu emphasized that smart healthcare requires more than simply adopting new technologies. Meaningful digital transformation and innovation require healthcare processes to be redesigned around clinical needs, with technology serving as a tool to support professionals and more personalized healthcare services.
EMRAM Stage 7 is a new starting point for the TMU Healthcare System. Looking ahead, TMU will further expand the applications of AI, data governance, and smart healthcare while integrating its strengths in clinical care, education, research, and industry innovation.
