TMU, NTOU and Yang Ming Marine Partner on Digital Health to Advance Smart Healthcare and Maritime Workforce

In February 2025, Taipei Medical University (TMU), National Taiwan Ocean University (NTOU), and Yang Ming Marine Transport Corporation signed a trilateral memorandum of understanding (MOU) to launch the Digital Health Care Program.


This industry–academia collaboration integrates marine and healthcare research with industrial practices to enhance occupational health for seafarers and advance Taiwan’s digital health industry.

As Smart healthcare emerges as a global trend, the three partners contribute complementary strengths to the digital transformation of maritime healthcare: TMU brings expertise in digital health innovation; NTOU’s specialized in marine and shipping research; and Yang Ming Marine is dedicated to improving seafarers’ well-being through remote telemedicine consultation and Employee Assistance Programs (EAPs).

Three Key Areas of Collaboration

  1. Emergency Medical Support:

24/7 remote telemedicine to reduce delays in treatment for medical emergencies at sea.

  1. Mental Health Support:

Psychological assessments and stress management tools and mechanisms to address stress, pressure, and other challenges related to shift work and prolonged time away from home.

  1. Long-term health monitoring and prevention:

A remote health monitoring platform that tracks vital signs, provide early alerts, and offer medical guidance.

TMU President Mai-Szu Wu highlighted that this collaboration not only unites academic and industry resources, but also represents a new model for digital healthcare innovations. NTOU President Tai-Wen Hsu emphasized the role of technology and clinical innovation in improving maritime health services, while Chairman Feng-Ming Tsai of Yang Ming Marine reaffirmed the company’s long-standing commitment to the well-being of seafarers and contribution to Taiwan’s maritime and shipping industry development.

As the collaboration moves forward, the three institutions will implement AI and big data analytics to build a smart health monitoring platform, raise seafarer’s health awareness and expand the initiative globally -strengthening Taiwan’s influence in smart healthcare innovation.
