外國學生資格:須符合教育部公布最新「外國學生來臺就學辦法」規定。
有關中華民國國籍
依我國「國籍法第二條」規定,有下列各款情形之一者,屬中華民國國籍:
一、出生時父或母為中華民國國民。。
二、出生於父或母死亡後,其父或母死亡時為中華民國國民。
三、出生於中華民國領域內,父母均無可考,或均無國籍者。
四、歸化者。
前項第一款及第二款規定,於本法中華民國八十九年二月九日修正施行時未滿二十歲之人,亦適用之。
符合下列各款情形之一者,得依規定申請入學:
– 僅具外國國籍,未曾具有中華民國國籍。
– 具中華民國國籍且兼具外國國籍,應自始未曾在臺設有戶籍(未具中華民國身分證字號),且最近連續居留海外6年*以上。
– 申請前曾具中華民國國籍並兼具外國國籍,但已向內政部申請喪失中華民國國籍達8年,且最近連續居留海外6年*以上。
*申請大學醫學、牙醫或中醫學系者,其連續居留海外時間需為8年以上。
連續居留海外
每年不得待在臺灣、大陸、香港、澳門超過規定的天數。 海外:指臺灣、大陸、香港及澳門以外之國家或地區。 連續居留:指每曆年在國內停留期間未逾120日。以擬入學當學期起始日期(8月1日)為終日計算之。若符合外國學生來臺就學辦法第2條規定且具相關證明文件者,不在此限。
申請生須未曾以僑生身分在臺就學
若同時符合僑生資格,必須未曾以僑生身分在臺就學(包含申請入學當學年度已經被海外聯合招生委員會分發,或是曾被海外聯合招生委員會分發)。
Eligibility for International Students
Applicants must meet the requirements set by the latest “Regulations Regarding International Students Undertaking Studies in Taiwan” (This set of regulations was amended on September 19, 2025, but the updated English version has not yet been released; therefore, the English text is for reference only.) announced by the Ministry of Education (MOE), Taiwan.
Regarding ROC (Taiwan) Nationality
According to Article 2 of the Nationality Act of the Republic of China (Taiwan), a person is considered to hold ROC nationality if they meet any of the following conditions:

One or both parents were ROC nationals at the time of the applicant’s birth;

The applicant was born after the death of one parent, who was an ROC national at the time of death;

The applicant was born in Taiwan to stateless parents or whose parents’ nationality is unknown.

The applicant has acquired ROC nationality through naturalization.
For individuals born before February 9, 2000, and under the age of 20 at that time, the above also applies.
Who May Apply as an International Student
Applicants may apply as international students under the following conditions:

They hold only foreign nationality and have never held ROC nationality.

They hold dual nationality (ROC and foreign) but have never registered household residency in Taiwan (i.e., do not have an ROC National ID number) and have resided abroad continuously for at least 6 years.

They previously held both ROC and foreign nationality, but have renounced ROC nationality with official approval from the Ministry of the Interior for at least 8 years, and have resided abroad continuously for at least 6 years.
Note: For applicants to medical, dental, or Chinese medicine programs, the required overseas residency period is at least 8 years.
Definition of “Continuous Overseas Residency”

Applicants must not stay in Taiwan, Mainland China, Hong Kong, or Macau for more than 120 days per calendar year.

“Overseas” refers to countries or regions outside of Taiwan, Mainland China, Hong Kong, and Macau.

The calculation is based on the start date of the semester (August 1).

Exceptions may apply if the applicant meets Article 2 of the “Regulations Regarding International Students Undertaking Studies in Taiwan” and provides relevant supporting documents.
Other Restrictions
Applicants MUST NOT have studied in Taiwan under overseas Chinese student status.
If also eligible as an overseas Chinese student, the applicant must not have previously studied in Taiwan under that status, including:

Being assigned by the University Entrance Committee for Overseas Chinese Students for the same academic year, or
-
Having been previously assigned by the same committee in past years.
